Taking into consideration the demographic situation in Russia and India( i.e in russia women population is more and in India the men population is more) .
If Marriage is to be registered in Russia Then:
Indian should bring an affidavit notarized at his local residence which is municipality office that he is not married there( in the affidavit it should be mentioned that his parents are not against him marrying a russian citizen with the russian citizen's name mentioned) then he gets this affidavit endorsed in New delhi at patiala house at the MEA(ministry of external affairs) and then with these papers he goes to the russian embassy in New Delhi who further endorse it.
Then he comes with these papers to Moscow the gorod geroi or whatever city in russia gets it translated to russian from official translators and with all these papers goes to the ЗАГС submitts the papers who will fix a date of wedding and you will be issued a certificate.
With this certificate you go to the Indian embassy in Moscow who will expalin you how to register the marriage as per Indian laws which is very simple.Then you will be legally wedded Husband and wife as per laws of India and Russia and then what? HoneyMoon to cyprus to Nikki who will treat you free of cost at her residence.

Индиякинг, спасибо большое за подробный ответ конечно, но у меня ситуация наоборот - мы решили сначала получить сертификат в Индии, а потом его легализировать в России.
Как получать сертификат в Индии мы уже уяснили, и справку о незамужестве я с собой захватила. Теперь нам придется через 45 кажется дней после подачи заявления в Индии еще раз в Индию лететь за самим сертификатом. Все это потому, что , как нам пояснили в местном суде, вариант "сначала оформить в России, потом в Индии" чреват точно такими же оформлениями брака в Индии, как если бы брака в России и не было бы. То есть, раз уж мы уже в Индии, сделаем оформление с этой стороны сначала.

То есть, вопрос о том, как оформить брак с иностранцем по российским законам, заключеный за пределами РФ, остается открытым... =(

The answer is very simple.I married first as per Russian laws but there is a friend of mine who first married as per Indian laws then came to russia went to the ZAGS produced the certificate(may be he got it translated into russian) and he was immediately issued the russian certificate i.e ur svidetelstvo.

There is an interstate agreement between Russia and India which facilitates such marriages and which accepts marriages made in heaven( means marriages or weddings concluded in either of the countries)

ок, если мы оформили брак в загсе, мы придем с этой бумажкой в индийское посольство. надеюсь там не потребуют еще какие-нибудь документы, ведь брак уже заключен?
